Reentry Stabilization Initiative

Making an impact in the right direction, each and every time.

First 24 Hours Reentry Stabilization Initiative

Each year, approximately 600,000 individuals are released from state and federal prisons across the United States. A significant number return to communities without immediate access to housing, transportation, communication, or structured support systems.

Research indicates that approximately 68 percent of released individuals are rearrested within three years, with many reoffending during the earliest stages of reintegration.

One of the most significant predictors of recidivism is the lack of immediate stabilization resources, including housing, transportation, employment access, and communication tools.

Many individuals leave incarceration with minimal financial resources, limited support networks, and no structured plan for their first day of freedom.

Without immediate intervention, returning citizens face increased risk of homelessness, unemployment, substance relapse, and reengagement in criminal activity.

Immediate Stabilization During the Most Critical 24 Hours

The First 24 Hours Reentry Stabilization Initiative is a targeted intervention program designed to provide immediate, structured support during the most vulnerable period following release from incarceration.

This initiative addresses the urgent needs of returning citizens by delivering same-day stabilization services that remove critical barriers and create a pathway toward successful reintegration.

PROGRAM REACH AND IMPLEMENTATION
Pilot Launch and Regional Expansion

The initiative will begin with an initial pilot phase in North Carolina, focusing on areas where there is a demonstrated gap in immediate reentry stabilization services.

Timothy Street Ministries Global is already actively engaged with individuals in multiple communities, including Alamance County, Guilford County, Greensboro, and surrounding regions.

This initiative is designed as a scalable, multi-county model with the capacity to expand across additional regions based on funding, partnerships, and measurable outcomes.

STATEMENT OF NEED
Addressing an Urgent and Overlooked Need

While many reentry programs focus on long-term rehabilitation, very few address the immediate crisis that occurs within the first 24 hours following release.

Returning citizens often exit correctional facilities with little more than basic discharge resources, facing immediate decisions regarding housing, transportation, employment, and survival.

Without immediate stabilization, individuals are significantly more vulnerable to negative outcomes that contribute to recidivism.

The First 24 Hours Reentry Stabilization Initiative directly addresses this gap by providing immediate, practical support during the earliest stage of reentry.

He is a registered North Carolina Peer Support Specialist and actively mentors individuals transitioning from incarceration, including those in halfway houses and those recently released into the community.

PROGRAM VISION
A Scalable Model for Lasting Impact

The initiative is designed to ensure that no individual leaving incarceration must face their first day of freedom without support, resources, and structured guidance.

By addressing the earliest stage of reentry, the program interrupts cycles of incarceration and builds pathways toward stable, productive, and law-abiding lives.
